If they were smart, and no solution for funding appears, they should rotate closures. Could help some waters by taking off pressure and allowing for fish growth. Their netting surveys notice size/body condition declining for a body of water, have that one stop boats for a year and see if it helps their fish conditions.
I like this idea, but with that said it makes too much sense for the state to do.
It would also make it confusing for our precious "outta staters", that support our fishing industries, to comprehend.
