How can a mechanic diagnose your problem over the phone without having looked at the outboard?

Or is he your regular mechanic and familiar with the engine?

If it is a carb issue, start with seafoam. You can also spray carb cleaner directly into the carb and see if that helps.

Usually carb issues make it hard to start, although I had a sterndrive that didn't like to be at low rpm that was a carb problem.
