Whoa? Where are you coming up with this stuff... Did you wake up in the middle of the night and say to Diane... "Hey Diane, how far down does the wind blown current of extend in a lake?"

I know the wave effect goes to the bottom, but the current generated by the wind would be another matter... So I'll vote can't tell.

Hmmmm.....without doing an internet search....I'm going to have to say that there are TON of clues in the question.

....it has to be a multiple of 3
....it involves a mathematical formula

I'm going to say you can't tell because we don't know the underlying topography of the lake....but against my better judgment I'll say the answer is 21.

We also don't know the distance between each wave....I would think that would also be an influencing factor.

I think its like the tip of the iceberg thing. I am not sure of the multiple, but I think it is big so I said 21.

i voted who cares, with 3 foot waves i will be at home with cf forum on my computer. the only time i fish in those conditions is in a tournament
