Default Changing the Regs

Who actually makes the regulations for such bodies of water like Quincy and Aurora?
What would it take to change these regulations? I am referring to size and creek limits. Not wanting to change hours of operation or anything like that. Who actually makes these decisions? Can they be influenced by the fishing community. Does a biologist have influence on these decisions?
