I don't think TU has anything to do with it. I think it's primarily driven by the chambers of commerce, restaurant owners, motel owners, etc., that derive their income from the touristas coming to the mountains to catch some Genuine Rocky Mtn. Rainbow Trout and to troll up some genuine Kokanee Salmon. They wouldn't have the slightest idea how to catch a real wild trout. Sadly, they'll go home having whacked some anemic stockers thinking what a grand time it all was and bragging about how many they've brought home to put in the freezer.
