Caddis larvae would be my guess from your description.

I know that SoBo is easier to wade in 14 CFS type flows, but the best fishing there in my experience is from 80-120 CFS. There is more food for the fish in those higher flows and they will be more active and willing to eat as a result.

You don't need to be crossing that creek very much anyways. If you keep fishing it you will find fords to cross even in the higher flows.
