If your seeing bass in the shallows, cast an unweighted soft jerkbait near the fish and twitch it slowly past the face of the bass. If you don't spook them by bad casts or getting too close, you should be able to get them to inhale it. If the water is really clear, use a fluorocarbon leader. Use soft jerks that match the color of the forage in the lake and just subtly twitch/fall it past the bass. I would be surprised if you don't get at least some of them to hit.
