I talked to a DOW guy about the Great Plains lakes, he said that they were owned by some company, who had water storage rights on John martin as well. So it was cheaper for them to use the water they are allowed from John Martian unstead of filling up the other lakes.
Its sad.

If the water gets to low, the DOW will announce an emergency fish salvage, where they will remove the limits on the lake. It happens all the time, lets just hope it doesnt happen here. (If I'm not mistaken it happened on Nee So Pah Reservoir last year)
