Looks like it could be...catch and release state record is 27 inches and the catch and keep is 28.5 for saugeye with a weight of 10-14...dont want to know where you caught it but is it a notorious saugeye lake?

And for those of you her who doubt her...here is where I originally saw it...I revised it so this really really really really old guy only has to remember one...Saugeyes/sauger have scales..both start with S...or which one has scales?...the ones that start with the letter S...
