A lot of states don't even require a boat/utility trailer be pic or titled. Texas for one I know for sure. MA. Don't either and there are others. I bought a trailer in Texas to haul back a bike I bought down there and when I got back to Colorado I just showed my bill of sale and had a CHP vin verification and got my tag registration and title no problem. I think Colorado has other vin verification station now all over. Make sure your BOS has vin # on it.
