By far my favorite way to fish for walleyes, Tip a jig with a leech or crawler, and just bounce it off the bottom. Or simply lightly drag it. I've also caught many lakers doing this with a 4in. tube (usually white), tipped with sucker meat.
Was he catching fish? That is why one should always have binoculars close at hand!
I can't comment on vertical jigging at Spinney, because I haven't been there.
Vertical jigging in my experiance works well when you have suspended fish congregating in an area or when fish are congregated on structure. Then you can put your bait right on the fishes snout, and it gets hard for them to resist biting the annoyance or tempting bait.
Since the 1980s a group of us would go on several annual backpack/fishing trips to alpine lakes (snowmass, stout creek, various sangre de cristo lakes, capitol (now fished out ? ) constantine - just to name a few.
