I saw some guy standing up in his boat jigging something up at down at Spinney the other day. Does this work? What would a person use for this?

It will work but not as good as a cast and retrieve.
I think it depends on existing conditions. I have used tube jigs by jigging vertically very slow and have caught trout when nothing else would work. I usually fish this way when the fish are deep.

By far my favorite way to fish for walleyes, Tip a jig with a leech or crawler, and just bounce it off the bottom. Or simply lightly drag it. I've also caught many lakers doing this with a 4in. tube (usually white), tipped with sucker meat.

Was he catching fish? That is why one should always have binoculars close at hand!

I can't comment on vertical jigging at Spinney, because I haven't been there.

Vertical jigging in my experiance works well when you have suspended fish congregating in an area or when fish are congregated on structure. Then you can put your bait right on the fishes snout, and it gets hard for them to resist biting the annoyance or tempting bait.
