I can't comment on vertical jigging at Spinney, because I haven't been there.
Vertical jigging in my experiance works well when you have suspended fish congregating in an area or when fish are congregated on structure. Then you can put your bait right on the fishes snout, and it gets hard for them to resist biting the annoyance or tempting bait.
