I've fished Ward quite a few times but I haven't fished Lowell much, aside from stopping there to make a few casts after fishing at other places. Ward has a lot of big bass. The water is usually clear there, so sight-fishing for bass along the shoreline can be productive. Sometimes triggering strikes from big bass in shallow, clear water can be tricky, so if one lure isn't working, keep trying different ones until you figure out what they want. Soft plastics are usually your best option, and I've done well at Ward with plastic worms and bass jigs, though I've also caught a few on spinnerbaits.
I used to fish Ward alot. There was never anyone there to enforce the rules and i frequently saw people carrying buckets FULL of fish. I dont think there is very many fish (besides carp) left in there.
